She wants her brother to pay for his crimes. He just wants him to die. They have both sacrificed so much for the justice they seek. Will justice bring them peace?

Joseph Bennett has devoted the last decade to getting justice for his sister. His sister was brutally murdered and he knows who did it but he has never paid for the crime. Joseph is a tiger shifter and the council that rules his kind has kept him from taking the life of the killer. He hunts him but has not been able to get access until he meets Paige and realizes there is someone else who wants to stop the killings. Joseph has felt empty of any other feelings for so long but Paige brings out his protective instincts. He is not sure he can risk her to get the justice he seeks.

Paige Williams hates her life. She is thirty-nine and has lived her life according to what her stepfather demands without any true happiness. She has kept silent about her brother's crimes to protect her mother and to protect herself. She doesn't have enough evidence to prevent her stepfather from saving him again from the punishment he deserves. When she meets Joseph, it reinforces her desire to stop her brother no matter what the personal cost may be to her. At first, she likes how little emotion Joseph expresses. When her feelings intensify and the connection between the two is too strong to ignore, she has even more to fear.

This book is the sixth book in this series about tiger shifters. I have read a couple of the other books so I had more of an understanding of Joseph's background than someone new to the series. The council that rules over the tiger shifters has been a big focus in the other books and continues to be important in this book as well. There is a backstory about the dwindling numbers of female tiger shifters and the recent revelation that tigers can have hybrid children with humans. There is a great deal of concern about how those hybrids should be treated within the community and some who strongly oppose any hybrids. Joseph was introduced in earlier books and a reader may not have a very positive impression of him if they have read the other books. It doesn't take long for the author to give you enough background to understand more of why Joseph took those earlier questionable actions.

What stands out most for me in this book and this series, is the characters. They are very complex and rich and stand out in your mind. In this book, Paige's brother is extremely creepy and you get chills when she has to deal with him and learn more about his crimes. Joseph is a complicated man who has dedicated his life to making his sister's killer pay for his crimes. He takes no delight in killing but has become focused on death to the extreme that nothing else matters until Paige comes into his life. Paige is a conflicted woman who has not had easy choices. She has lived a shadow of a life and been in fear for decades but she still has the courage to do something about it. These are the types of characters you don't see often and they are anything but predictable.

Justice is an ideal that many seek when someone has taken someone or something from them. Joseph seeks justice for his sister who was murdered along with other young women. Paige knows her brother needs to pay for his crimes but has not had the skills she needed to get the evidence to convict him. Together, they work to get the justice they have sought for so long and find a love they never expected. It is a story of loss and pain but also hope and second chances. The characters are complex and intriguing and will stay with you long after you finish the story.
